Electronic Monitoring

The Washington County Sheriff’s Department will operate an Electronic Monitoring Program as an alternative to physical confinement within the facility, providing a cost effective, structured and monitored environment. This program will not be used in lieu of incarceration, but as an extension of the detention system.

Definitions: 

GPS – Global Positioning System 

Passive GPS System – A system that uses a Mobile Tracking Device (MTD) to monitor inmates using the global positioning system.

PROCEDURE: 

The Electronic Monitoring Program was designed for offenders who pose a minimal risk to the community, yet whose behavior and offense indicate a need for close supervision. The program can be used for offenders who have special needs or problems that may be better handled in their home environment. 
Inmates are selected for participation in the Electronic Monitoring Program based on the following criteria:

  • Criminal history,
  • current charges,
  • institutional history,
  • ability to pay fees,
  • serious childcare/parental concerns,
  • special medical needs

Input concerning placement on the Electronic Monitoring Program will be accepted from:

  • The sentencing Judge,
  • the inmate’s probation agent,
  • the drug unit,
  • any transferring agency when applicable,
  • Jail administrator,
  • Sheriff
