Case: Federal Charges in Allenton Bank Robbery

Gregory F. Atwater was named in an Eastern District of Wisconsin Federal Indictment this week for Atwater’s participation in the robbery of the National Exchange Bank & Trust in Allenton which occurred on December 12, 2014. The Grand Jury charged Atwater with 3 counts including: (1) the robbery of the bank, (2) brandishing a firearm during a crime and (3) possession of a firearm as an Armed Career Criminal. Washington County Sheriff's Office Detectives working on the case in conjunction with the Violent Crimes Task Force, which consists of members of the FBI and the City of Milwaukee Police Department, along with Police Officers from MPD District 7, made the arrest on December 17, 2014.

Case: Squad Car Hit 15-2245

On January 17, 2015 at 3:45 am a Washington County Sheriff’s Office squad car was struck while running stationary radar on the shoulder of US Highway 45 by County Highway C/Cedar Creek Rd in the town of Polk. The squad car was parked along the east shoulder when it was struck by a northbound car. The northbound car crossed over the fog line colliding with the rear of the squad car.  There were two occupants in the northbound vehicle and they were taken to St Joseph’s Hospital for treatment and their injuries were determined to be minor and they were released from the hospital. The deputy was also treated at St Joseph’s Hospital and was released; his injuries were minor as well.  At this time the traffic crash is still under investigation by the Wisconsin State Patrol and it is believed that alcohol was a contributing factor. The Washington County Sheriff’s Department was assisted by Jackson Police Department, Slinger Police Department, and the Wisconsin State Patrol.

Case: Shed Fire - Town of Jackson # 2015-1948

On January 15, 2015 at approximately 4:10 am the Washington County Sheriff’s Office was notified of a shed fire at 1448 Fiesta Court in the Town of Jackson. Jackson Fire Department was dispatched to the scene along with Sheriff’s Deputies. Upon arrival Deputies found the shed totally involved. Jackson Fire Department requested assistance from Slinger, Richfield, West Bend, Germantown and Newburg Fire Departments. Lifestar Ambulance was requested to stand by at the Jackson Fire Station. The 40 x 60 shed and its contents, valued at $250,000 appear to be a total loss. The shed contained a skid loader, motorcycles, a boat and various tools. The origin is unknown and under investigation. The Fire Departments remain on scene. Center Road remains closed to facilitate fire-fighting efforts

Washington County suffered its second (2nd) traffic fatality for 2015 following a rear end collision between a passenger car and a school bus. The accident occurred at 3:49 p.m. on STH 83 north of Cty Tk K in the Town of Addison.

A school bus was operating southbound on STH 83 when it activated its red flashing lights and came to a stop in the southbound lane to allow a student to disembark the bus at a private residence. The bus driver extended the stop arm on the bus and all flashing lights were activated. A passenger car operated southbound on STH 83 by a 28 year old Hartford man failed to stop for the school bus and struck it from behind.

The 28 year old man was pronounced dead at the scene by the Washington County Medical Examiner. He was the sole occupant of the vehicle.

The 54 year old female bus driver was uninjured. The bus was being operated by Wittenberger Bus Service serving the Hartford School District.

Three children were passengers on the bus at the time of the accident. A 9-year-old boy who attends Rossman Elementary School sustained a shoulder injury and was transported to Hartford Hospital by Allenton Rescue. A 9-year-old girl who attends Rossman Elementary School and her sister, a 14-year-old girl who attends Central Middle School did not suffer injuries and were released to a parent at the scene.

Allenton and St. Lawrence Fire Departments responded to the scene. STH 83 was closed between Cty Tk S and Cty Tk K during the investigation.

Witness statements suggest that inattentive driving and excessive speed may have been factors in the accident. The accident remains under investigation by the Sheriff’s Office Crash Reconstruction Team.

Washington County authorities were notified of a house fire at 4:58 AM Wednesday morning at 8210 Kettleview Dr. in the Town of Kewaskum.

Sheriff’s deputies as well as fire personnel from Kewaskum, Boltonville and West Bend responded and were on scene for approximately three hours. There were no known injuries to the two occupants who were home and fled the fire or to personnel that responded to fight the fire.

According to investigating deputies, it is believed that the fire started as a result of smoking materials igniting a chair in a downstairs room. The chair was on fire and one of the homeowners attempted to extinguish the fire prior to it spreading to a nearby computer desk. After this attempt, the homeowners fled the home however, the two family dogs that were upstairs died from the dense smoke within the home.

The home suffered some fire damage and extensive smoke damage to the remainder of the two story structure. The homeowners are being assisted by family and friends for living arrangements.

A monetary estimate of damages was placed at $225,000.00

On Wednesday March 25, 2015 at 4:29 am the Washington County Sheriff’s Office received multiple calls of a possible fire in the area of State Highway 167 and St Augustine Rd in the Town of Erin.  When Deputies arrived on scene it was determined the fire was located at 5499 State Highway 167.

Upon arrival, Deputies located a barn on the property that was fully engulfed in flames.  The barn was not attached to the residence.  The occupants of the home were not injured; however, there was a loss of three animals that were in the barn during the fire.  There were no injuries to any of the residents of the house

Richfield Fire and Rescue responded and they were assisted by Hartford, Slinger, Lisbon, and Merton Fire Departments. State Highway 167 was closed for a short period of time during initial Fire Department operations. 

The barn was a total loss and the initial estimate of damage was $162,000.00 for the building and contents.

At this time the fire remains under investigation by the Washington County Sheriff’s Office.

Case:             House Fire  (case #15-11030)

On Tuesday March 24, 2015 at approximately 4:22 p.m., the owner of a home located at 8468 Wesley Ct. in the Town of Farmington called Washington County Sheriff’s Dispatch to report a possible chimney fire. The Boltonville Fire Department and Sheriff’s Deputies were subsequently dispatched to the residence. Upon their arrival, emergency responders observed a working chimney fire that appeared to have spread into the home’s attic.

The Boltonville Fire Department was assisted at the scene by the Fillmore, Kewaskum, Newburg, and West Bend Fire Departments. Firefighters remain on scene conducting overhaul operations and Deputies are restricting traffic on Wesley Ct.  Traffic on CTH H remains open to the motoring public.        

The exact cause of the fire is not known at this time and the matter remains under investigation by Deputies and fire officials.

Subject:    Town of Erin St. Patrick's Day Parade

The Town of Erin St. Patrick’s Day parade will be held on Tuesday, March 17th. The parade will begin at 11:00 am. The Sheriff’s Office in cooperation with the Town of Erin, has taken steps to ensure that the parade route and surrounding highways will be as safe as possible for motorists and pedestrians.

The practice of some groups to establish large party areas along the highway used for the parade route have caused traffic and pedestrian hazards and significant delays in reopening the highway following the parade. The Town of Erin receives a permit from the Washington County Highway Department to hold the parade on a closed portion of CTH K between CTH E (west) and Hwy 167, however that permit does not include closing the highway for unrestricted partying.

The presence of oversize vehicles, recreational vehicles, campers, trailers, and the temporary structures associated with these groups contribute to the hazards along the highway. These hazards significantly delay the clearing of the parade route and encourage excessive drinking both before and after the parade. To address these concerns and to ensure the safety of everyone wishing to attend the parade, steps have been taken to minimize these hazards:

Only passenger vehicles and trucks not exceeding one ton in capacity will be allowed to park along the parade route. Vehicles which are prohibited from parking on the parade route include recreational vehicles, towed or pickup campers, motor homes, buses, oversize vehicles and/or trailers of any kind.

No temporary structures or shelters will be permitted on the parade route. This includes pole tents, frame tents, lean-to’s, awnings, canopies or similar structures regardless of size.

Use of private property along the parade route is at the discretion of the property owners. Vehicles will be permitted to enter the parade route for the purposes of accessing private property or discharging passengers, however they will not be permitted to remain parked along the route. Once the parade route is deemed full all vehicular traffic will be restricted on the parade route. Unauthorized persons, vehicles, and/or structures which are located on private property without the permission of the property owner constitute trespassing. Violators will be cited. All other highways adjacent to the parade route are open highways and all applicable laws will apply.

In addition to the above steps the Sheriff’s Office will be deploying extra Deputies on St. Patrick’s Day dedicated to enforcing traffic laws to ensure vehicular safety, including detecting and arresting drivers for OWI violations.

The Sheriff’s Office and the Town of Erin are taking these steps to ensure that the parade is an enjoyable and safe event for everyone.

A Town of Wayne fire caused an estimated $300,000.00 in damages late Saturday morning to a single family ranch style home on Commercial Dr.

 Authorities were called by the homeowner at 11:23 AM when she noticed smoke in the finished basement of the home. She reported that she and her dog were leaving the structure as she observed the fire spreading from the area of the wall near the wood burning stove to the adjoining areas. Authorities believe the wood burner which was in use, to be the possible cause of the fire.

Fire departments that responded to the scene include Kohlsville, Allenton, Kewaskum, St. Lawrence, Campbellsport, Lomira, Theresa and Knowles. There were no reported injuries to the homeowner or any fire personnel. Firefighters were on scene for over 5 hours including a partial tear down of the home to fully extinguish the fire.

On 3/5/15 at approximately 10:47 p.m. the Washington County Sheriff’s Office was notified of a barn fire on the Meadow Brook Orchard property located at 2970 Mile View Rd in the Town of West Bend. The property owner was awoken by the 911 caller who was a passerby who saw the smoke and flames coming from the barn.  The property owner went outside and began evacuating his animals however the fire quickly spread out of control.

The West Bend Fire Department was dispatched along with Washington County Sheriff’s deputies.  The first arriving units found the barn to be totally engulfed with flames.

Firefighters battled the blaze in single digit temperatures for several hours before getting it under control.  The West Bend Fire Department was assisted by the Allenton, Boltonville, Fillmore, Jackson, Kewaskum, Kohlsville, Newburg and Slinger Fire Departments.  The Washington County Highway Shop assisted in salting the surrounding roads which quickly became ice covered and slippery from the tankers loading and transporting water to the scene. 

The barn consisted of two separate buildings that had a total square footage of approximately 2300 square feet.  The barn and its contents are being considered a total loss.  A damage estimate is not available at this time.   There were over 90 animals that perished in the fire.  They were mostly rabbits, chickens, ducks, emu, and four bull calves.  A significant amount of the farms Halloween props and decorations were also lost in the blaze. 

The cause and origin of the fire is still under investigation by the Washington County Sheriff’s Office and the West Bend Fire Department.

After a lengthy criminal investigation a Village of Jackson resident has been charged with stealing money from a fundraising event for the Boys & Girls Club of Washington County. 

Thomas David Kraus, age 40, has been charged in Washington County with theft greater than $5000.  Kraus is scheduled to appear in court on June 1, 2015. 

The investigation was initiated after a board member for the organization notified authorities that they believed some monies were not paid to the organization by one of the main event organizers.  Kraus volunteered and was responsible for organizing a golf outing which took place on July 22, 2013 that solely benefited the Boy & Girls Club of Washington County. 

Kraus was responsible for dispersing money raised during the event.  Kraus has organized a golf outing for the Boys & Girls club since 2007, but he was NOT a member of the board of directors.  The investigation revealed that at least $5237 of donated money was not paid to the organization.

The Boys & Girls Club of Washington County organization has been cooperative with authorities during the investigation.

On the above date at 6:15 pm the Sheriff’s Office Dispatch Center was notified of a residential house fire at a residence on Knollwood Road in the Town of Trenton.  A passerby spotted the fire, quickly stopped and called 911.  The Newburg Fire Department and Deputies were subsequently dispatched to the scene.

The first personnel on scene reported flames coming from the back side of the residence/garage area.  Newburg Fire Department upgraded the response and personnel from the following departments responded to assist: Jackson Fire Department, West Bend Fire Department, Cedarburg Fire Department, Saukville Fire Department, Fillmore Fire Department, Grafton Fire Department & Rescue, Waubeka Fire Department, Fredonia Fire Department, Port Washington Rescue and Kewaskum Rescue.

The Fire Departments are still working to extinguish the fire at this time.  Washington County Sheriff’s Office fire investigators have been requested to assist.  The residence was not occupied at the time and the home will be a total loss.  Preliminary damage estimates are approximately $280,000.  This case will be under investigation and no further information is being released at this time.

On April 19, 2015 at 2:33 am the Washington County Sheriff’s Office was notified of a two vehicle injury accident at the intersection of Pioneer Road and County Hwy G in the Town of Jackson.

Upon arrival deputies found a westbound vehicle on Pioneer Road failed to stop for the stop sign and struck a northbound vehicle on County Hwy G, fatally injuring the 75 year old female passenger in the northbound vehicle.  The driver of the westbound vehicle, a 42 year old man from the Town of Jackson, was ejected from his vehicle. The driver of the northbound vehicle, an 80 year old male, suffered non-life threatening injuries and was transported to Froedtert Hospital by ambulance.  The Town of Jackson man was initially transported to St. Joseph Hospital and then later transferred to Froedtert Hospital by Flight for Life, for serious injuries. Both occupants of the northbound vehicle reside in Cedarburg.

Jackson Fire/ Rescue responded to the scene to treat the injured and was assisted by Germantown Rescue. Germantown Police Department assisted with traffic control.

The accident remains under investigation by the Washington County Sheriff’s Office and their Accident Reconstruction Team, however alcohol may have been a contributing factor.

Case:                 15-13031 Suicidal Safely Taken Into Custody

On Friday April 10, 2015 at approximately 8:33 am, Washington County Sheriff’s Office responded to an address near the 4400 block of Cty Tk NN in the Township of West Bend for a report of family trouble complaint. While responding to the residence, Sheriff’s Deputies were advised a 43 year-old male, with a history of mental and drug issues, was intoxicated and acting aggressive inside the home towards two other family members. Just prior to the first deputies arriving on scene, the Town of West Bend man severely cut his own wrist with a knife and left the residence on foot. The caller, who remained inside the secured home, was not able to advise the Communications Center if the subject fled the residence with the weapon. Life Star Rescue was subsequently summoned to a safe staging area near the scene. The two deputies that were the first to arrive on scene determined he was unarmed, but the 6’3” 300 lbs man was bleeding heavily and uncooperative. He began walking towards Big Cedar Lake threatening to jump in while demanding that the deputies shoot him. The subject continued to threaten to harm any officers that approach him as he walked towards the lake.Deputies intended to resolve the situation by a Taser® deployment on the subject, but he was wearing a heavy leather jacket and constantly walking away from the deputies. This made a backside deployment impractical. Eventually, a deputy was able to gain a frontal position of advantage on the man and make a successful probe deployment between the open front zipper of his jacket. The subject was then safely taken into custody by deputies and taken to a medical facility for his physical injuries by Life Star Rescue. The subject will also remain in protective physical custody for mental observation.    

 NOTICE: In compliance with the Seventh Circuit Court of Appeals’ decision in Senne v. Village of Palatine, 695F3d597 (7th Circuit, 2012), and the Driver’s Privacy Protection Act (“DPPA”), 18 U.S.C. §2721 et.seq., the Washington County Sheriff’s Office is no longer releasing personal information under the DPPA unless it falls under a permissible use. Personal information obtained from the Department of Motor Vehicles, including an individual’s date of birth, drivers license number, social security number, home address, telephone number, photograph and medical or disability information is prohibited from disclosure unless one of the permissible uses applies. Permissible uses are listed in 18 U.S.C. 2721 (b)_

Case:                    Rescue Call Lazy Days Campground

On 4/4/15 at 5:33 pm the Washington County Sheriff's Office took a 911 call from a wife of a 45 year-old Brookfield man who was unresponsive and not breathing. Fillmore First Responders, Newburg Rescue and Sheriff's Office personnel were dispatched to the scene.

Upon the deputies arrival the victim was on his back on the ground in the mud and bystanders were around trying to provide breaths for the victim. The deputy noted the victim was unresponsive, grey in color, not breathing on his own and had no pulse. A first responder arrived on scene and began chest compressions and the deputy hooked up her AED (automatic external defibrillator) and subsequently took over providing breaths from the other bystander. One AED shock was applied to the victim and CPR was continued. The AED analyzed for a second shock and advised no shock was needed.

CPR continued and shortly after the victim regained his color and began breathing on his own. The victim was transported to Grafton Aurora by Newburg Rescue and West Bend Intercept. The deputy later spoke with the victim at the medical facility who advised that all he remembers is trying to push out his truck out of the mud when he collapsed.

On Monday April 6, 2015 at 11:58am a Washington County Sheriff’s Office Deputy was on patrol and observed an out of control grass fire behind the Tally Ho Pub & Grill located at 1855 STH 83 in the Town of Erin.

This was a controlled burn which was previously called into the Sheriff’s Office.  An employee of the Tally Ho Pub & Grill was burning grass, wood and yard debris on the property and he left the burn unattended when he believed it was completely out.  Remnants of the controlled burn ended up starting an adjoining property owner’s farm field on fire and the resulting fire burned approximately 100 acres of farm field and a wooded area. 

Hartford Fire and Rescue responded and they were assisted by Lifestar Ambulance, Richfield, Ashippin, Stone Bank, Slinger and Jackson Fire Departments. Terry Road was closed between CTH O and Druid Lake Road during the Fire Departments' operations.

 
There is no damage estimate at this time.  The subject who was conducting the controlled burn which caused the fire will be cited for a violation of Washington County Ordinance 14.941.10 Negligent Handling of Burning Materials by the Washington County Sheriff’s Office.

Case:        Trenton Man Burns Himself While Starting a Camp Fire with Gas

On May 17, 2015 at 7:21 pm the Sheriff’s office was notified of a 43 year old Town of Trenton man that had suffered 2nd and 3rd burns to his hands and legs after using used motor oil and gas to start a camp fire in his back yard. As the mixture was poured into the fire pit a flare up occurred catching the gas can and the victim on fire.

The victim was transported by Newburg Fire Department to a landing zone for Flight For Life where he was then transported by Flight For Life to a Milwaukee area burn unit.

Alcohol use was a factor in the incident.   

The case is currently under investigation and no further information will be released at this time.

On Sunday May 3, 2015 at approximately 12:52 p.m., the Washington County Sheriff’s Office was notified of an out of control brush fire located at 2164 CTH NN in the Town of Trenton. Deputies and firefighters from the Newburg Fire Department were subsequently dispatched to the scene. A Wisconsin State Patrol Trooper was the first to arrive on scene and reported that the roof of a nearby barn had also caught fire and was spreading rapidly. Upon arrival of fire personnel, the fire had engulfed the barn and spread to a nearby machinery shed. The intense fire, coupled by interment gusty winds, also ignited several acres of nearby brush/grassland.

The Newburg Fire Department received assistance from the Boltonville, Cedarburg, Fillmore, Fredonia, Grafton, Jackson, Kewaskum, Port Washington, Saukville, West Bend, and Waubeka Fire Departments. We Energies also responded to the scene. The Washington County Sheriff’s Office received assistance with traffic direction from the Wisconsin State Patrol and West Bend Police Department. At this time, CTH NN between CTH G/Jackson Dr. and Maple Rd. remains closed to thru traffic to facilitate overhaul/cleanup operations.  

The fire destroyed an approximate 80’x40’ barn, an attached 20’x30’ grainary, and a 50’x30’ machinery shed (containing several antique tractors and riding lawnmowers). In addition, approximately 4 acres of brush/grassland was burned. No damage estimates are available at this time. None of the buildings contained livestock and there are no reports of civilian or firefighter injury.      

A preliminary investigation into the cause of the fire suggests that an ember from an attended brush fire, also located on the property, landed on the barn’s roof igniting it. Gusty winds quickly spread and intensified the fire. At this time, the matter remains under investigation by the Washington County Sheriff’s Office.

Subject:                Injury Accident – Town of Kewaskum – 15-22032

On the above date at 6:50pm the Sheriff’s Office was notified of a car versus motorcycle accident in front of a residence on the roadway on Highway 28 in the Town of Kewaskum just east of the Village of Kewaskum. Sheriff’s deputies were dispatched to the scene along with Kewaskum Fire & Rescue. The Sheriff’s Office requested assistance from the Kewaskum Police Department.

The Kewaskum Police Officer was the first on scene and advised the motorcycle operator and passenger were on the ground and neither were wearing helmets. Upon the arrival of Kewaskum Fire & Rescue assistance was requested from West Bend Fire Intercept and ultimately Flight for Life. Traffic on Highway 28 was shut down completely for an hour and a half while the patients were being treated and the investigation was taking place.

The investigation showed an eastbound car operated by a 31-year old Town of Kewaskum woman was turning into a driveway and turned directly into the path of the westbound motorcycle which was operated by a 53-year old Town of Farmington man and his 51-year old wife was the passenger. Neither the motorcycle operator or passenger was wearing a helmet and both were ejected from the motorcycle. The motorcycle operator was transported via ambulance to St. Joseph’s Hospital and was later transferred to Froedtert Hospital. The motorcycle passenger was transported via Flight for Life to Froedtert Hospital and is currently in critical condition.

Alcohol and speed do not appear to have been factors in the accident, but the investigation remains open at this time. There is no further information being released at this time.

Case:           Motor Vehicle Crash (15-21447)

On June 16, 2015 at 1:48 p.m. the Washington County Sheriff’s Office was notified of a two vehicle crash, with injuries, on STH 83 approximately .2 miles north of County Line Rd. in the Town of Erin. Sheriff’s Deputies and rescue personnel from the Hartford Fire Department were subsequently dispatched to the scene.

An on-scene investigation revealed the following: An antique automobile, operated by a 61 year old Sussex man, was northbound on STH 83 from County Line Rd. A motorcycle, operated by a 75 year old Town of West Bend man, was also northbound travelling behind the automobile. When the operator of the automobile initiated a right hand turn into a private driveway, the motorcycle rear ended the automobile, ejecting the operator. The motorcyclist was not wearing a helmet, and was transported from the scene to Aurora Summit via Flight for Life. His injuries are believed to be life-threatening. The operator of the automobile was not injured.  

STH 83 between County Line Rd and CTH Q was closed for approximately 1.5 hours to facilitate rescue, investigative, and clean-up efforts. The Washington County Sheriff’s Office was assisted at the scene by the Waukesha County Sheriff’s Office, the Wisconsin State Patrol and the Chenequa Police Department.

At this time, neither alcohol nor speed appear to be contributing factors.  However, the crash remains under investigation by the Washington County Sheriff’s Office.

During the subsequent investigation of the incident, investigators have preliminarily determined that a breach of a parent’s personal email account was the apparent nexus between the extortion-type emails and references to students at Farmington Elementary School.   One parent was communicating with the rest of the classroom families via a Yahoo email account and it is probable that email was compromised. This infringement provided the suspects with greater details to personalize the scam towards the victims. None of the affected families suffered any monetary loss as a result of this scam.

Despite the lack of corroborating evidence to suggest any credible threat towards students or family members, the Washington County Sheriff’s Office will continue to have an increased presence at the school.

The incident remains under investigation to determine the exact origin of the emails, but there is no reason to believe that a breach of the school’s network infrastructure was a contributing factor in this incident.

On Wednesday, June 3, 2015 at approximately 11:39 a.m. the Washington County Sheriff’s Office began investigating several reports of extorting-type emails that were directed towards family members of students who attend Farmington Elementary School in the Town of Farmington.  Farmington Elementary School is one of several elementary schools within the Kewaskum School District.  It appears the intent of the email is to extort money from the family members of children attending that school. The recipients of the email appear to be isolated to families that have children in one specific classroom at Farmington Elementary School.

The Washington County Sheriff’s Office and the Kewaskum School District are collaboratively working on the investigation, and have taken several precautionary steps since receiving the communication.  Although the emails seem to be mass sent to the group of families within the specific classroom, no corroborating evidence suggests there is any credible threat.   Despite that, Sheriff’ Deputies have been present on the school grounds since becoming aware of the threatening emails, and will have an increased presence through Friday afternoon which is the end of the school year for the Kewaskum School District.  

The incident remains under investigation and the Washington County Sheriff’s Office is actively looking into the origin of the emails. Any additional victims of this type of email should contact their respective law enforcement agency.

Case:               2015-26855 Drowning Victim

On 7-28-15 at 5:05 pm the Washington County Sheriff’s Office received a 911 call reporting an unresponsive 6 year old boy on the beach at Yahr County Park located at 7999 Orchard Valley Rd in the Township of Farmington.

While deputies and rescue personnel were enroute dispatchers were told the boy was receiving CPR and several minutes later the boy was reported to be breathing and conscious.

Deputies investigating the incident learned the victim and one of his friends were swimming and playing near the edge of the marked swimming area. The victim went under the water, came back up briefly, waving his arms and hands above his head and then went under the water again. After going under the water for the second time he did not resurface.

The mother of the victim and a friend witnessed the entire incident. They quickly realized “Something was not right,” waded into the water locating the victim, and brought the victim to shore. Once on the beach CPR was started by the mother and a bystander.

The victim was transported by Newburg Fire and Rescue to Children’s Hospital Milwaukee. Other responding agencies were Fillmore Fire Department, West Bend Fire and Rescue, and the Washington County Sheriff’s Office.

On July 21, 2015 at 8:14am the Washington County Sheriff’s Office was notified of a plane that had crashed in a corn field behind 4597 Cty Tk D in the Town of Barton. Sheriff Deputies were dispatched to the scene and upon arrival the pilot was found to be uninjured.

The investigation determined that the pilot a 58 year old Harvest, AL man with 25 years of flying experience had taken off from EAA Oshkosh, WI traveling to DeKalb, IL at 7:00 am in a home built KR2 experimental aircraft and reached an altitude of approximately 7,500 feet.

Approximately 23 minutes into the flight the engine suffered a mechanical failure which stalled the plane’s engine and rendered it inoperable. The pilot then glided the aircraft for 15 miles attempting to reach a homemade air field in the Town of Barton which no longer exists. The pilot then landed the aircraft in a soy bean field, traveled several hundred feet and came to rest in a bordering corn field. The pilot immediately contacted 911 and notified the Washington County Sheriff’s Office Dispatch that he was uninjured.

The Washington County Sheriff’s Office is currently investigating this incident and is being assisted by the FAA Milwaukee office. At this time it is believed that the engine suffered a mechanical failure while in flight.

The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects the potential to re-offend.

Alex J. Hoffmann 22, will be released from prison on 7/21/2015. After his release Hoffmann will be residing at 4452 STH 60 in the Township of Polk with a family member. Hoffmann was convicted of 2nd Degree Sexual Assault of a Child in Washington County on 11/03/2010. While on bail for the previous case Hoffmann had sexual contact with another underage subject and as a result he was convicted on one count of Felony Bail Jumping as well. Hoffman will be on supervision with the Department of Corrections into 2026. He will be closely monitored by WI-DOC Division of Community Corrections agents and will have numerous rules and restrictions to follow including: not having contact with minors, maintaining absolute sobriety and not having unauthorized computer or internet access. For an initial period of time after Hoffmann is released he will be wearing an active tracking GPS unit. One technology available with the active tracking GPS unit Hoffmann will be wearing is “exclusionary zones” can be set up. If Hoffmann enters an exclusionary zone, law enforcement will be immediately notified and will be given his location. Exclusionary zones in the Slinger area will include parks, schools and other locations deemed appropriate by WI-DOC Division of Community Corrections agents.

This sex offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

Case: 15-24144 House Fire

On Wednesday July 8, 2015 at 4:00 am the Washington County Sheriff’s Office received a call from the home owner at 6904 Weatherstone Ct in the Town of Barton stating that there was a fire in the residence. The home owners were awoken by the family dog and smoke in the residence.  

 Upon arrival, Deputies located a fire in the garage near a service door. This fire had spread into the walls of the residence, which caused fire damage to the garage, basement and an office area.

 West Bend Fire and Rescue responded and they were assisted by Jackson, Kewaskum, Kohlsville, Allenton, and Newburg Fire Departments. The fire was quickly contained by the West Bend Fire Department.

 The cause of the fire is believed to be from towels that were used for staining deck boards for the residence and discarded in the garbage. At this time there is no initial estimate on the fire and smoke damage to the residence.

 At this time the fire remains under investigation by Washington County Sheriff’s Office.

Subject:                 2015-23700 – Building Fire – Town of Wayne

On the above date at 1:08pm the Sheriff’s Office was notified of smoke coming from the building at 7710 Cty Tk W (Cross Roads Tap). A passerby stopped to see if the establishment was open and observed smoke coming from underneath the front door and from a window well. Kohlsville Fire Department was paged and quickly upgraded the fire to a MABAS call. Fire Departments from Allenton, Kewaskum, St. Lawrence and West Bend also responded along with an ambulance from Lifestar Rescue.

Upon the arrival of the first deputy on scene smoke was still coming from the reported areas as well as from an exterior basement entrance on the north side of the building, but there was no flames visible on the exterior of the building. The fire departments began working; concentrating on the basement. Northbound traffic on Cty Tk W was restricted, but traffic on Cty Tk D and Cty Tk WW remained open for the duration of the call.

When the fire was extinguished the Kohlsville Fire Department requested a fire investigator from the Sheriff’s Office to assist in the investigation. Two fire investigators responded to the scene and assisted in the investigation. The fire appears to be electrical in nature and the point of origin was in the basement. The damage was contained to the basement although the other levels suffered smoke damage. The building was not occupied at the time and there were no reported injuries to anyone on scene. At this time there is no damage estimate available and there is no further information being released.

Scherrer was employed as a Correctional Officer in the Washington County Jail from 5/5/2014 to 7/16/2015, when his employment was terminated.

 

As this is an open criminal prosecution, no further comment can be made by the Sheriff’s Office. Scherrer is scheduled for an initial appearance in court on October 5th, 2015.

Justin R. Rathke (29 YOA) was released from prison on February 17, 2015. After his release he resided at the Washington County Jail while attempting to locate a residence and employment. He is now employed and starting August 12th 2015 he will reside at 1725 CTH NN in the Town of Jackson. Rathke was convicted of 1 count of 948.02(2) – 2nd Degree Sexual Assault of a Child in Washington County in January 2008 and 1 count of 948.02(2) – 2nd Degree Sexual Assault of a Child in Washington County in February 2009. Rathke will be on extended supervision until May 2019 and will be monitored closely by WI-DOC Division of Community Corrections agents. Rathke will have numerous rules and restrictions to follow including a lifetime, live tracking GPS unit to be worn at all times. The victims in these cases were female juveniles, familiar with Rathke.

Eric A. Moffatt (44 YOA) was released from prison on August 11th 2015. Starting August 12th 2015 he too will reside at 1725 CTH NN in the Town of Jackson. Moffatt was convicted of 2 counts of 948.11(2) (a) – Expose Child To Harmful Material in Manitowoc County in February 2001 and 3 counts of 948.11(2) (a) – Expose Child To Harmful Material in Washington County in June 2007. Moffatt will be on extended supervision for an extended period of time and will be monitored closely by WI-DOC Division of Community Corrections agents. Moffatt will have numerous rules and restrictions to follow including a lifetime, live tracking GPS unit to be worn at all times. The victims in these cases were male juveniles, either familiar with Moffatt himself or familiar with friends of Moffatt. They were NOT unknown to him.

The residence of 1725 CTH NN in the Town of Jackson is currently being leased by WI-DOC and placement of individuals at this residence are determined by WI-DOC. The residence has occupancy for six individuals.

A 26 year old Milwaukee woman has been charged in connection to a house fire that occurred at 5484 Peninsula Drive in the Town of West Bend on September 7, 2014. The investigation revealed that the fire was intentionally set as an act of revenge and the suspect was known to the homeowner.

Roneshia Lekisha North was charged with 2 counts of first degree reckless endangering safety as well as arson of a building. North is scheduled to make a court appearance on August 21st in Washington County Circuit Court.

A 22 year-old registered sex offender was taken into custody for violating his release rules as a result of a suspicious vehicle investigation that revealed he had unsupervised contact with a 17 year-old City of West Bend girl. On Friday July 31, 2015 the Washington County Sheriff’s Office received a report of a suspicious vehicle parked in the 4400 block of State Highway 60 in the Town of Polk. The reporting party advised the vehicle appeared to be parked in an effort to conceal it in a wooded area. This property is located near the residence of Alex J Hoffman, who is a recently released sex offender. The initial time of call was about 10:40 p.m.

The license plate on the suspicious vehicle listed to a 44 year-old female from the City of West Bend. The Sheriff’s Office attempted contact at the registered owner of the vehicle by several different methods without immediate success. Deputies also attempted to make contact with the registered sex offender without success. At about 4 a.m., deputies were able to make phone contact with the registered owner of the car who stated the vehicle should be in the possession of her 17 year-old daughter. According to the mother, the daughter should have been at work in the City of West Bend. Attempts to make contact with the daughter were then initiated and it was determined she was on her way back home to the City of West Bend. Deputies then interviewed the 17 year-old female who acknowledged she had been at the home of Alex J. Hoffmann.

Contact was subsequently made with Wisconsin Probation and Parole and a warrant was issued for Mr. Hoffman for violating his electronic monitoring rules relating to having contact with minors. On Saturday August 1, 2015 at 6:15 a.m. deputies were able to make contact with Mr. Hoffman at his residence. He was taken into custody and he remains in custody at the Washington County Jail.

Evidence was collected at the scene and the case continues to be investigated by detectives for further criminal charges on the sex offender and to determine the exact nature of the contact.

On July 16, 2015 the Washington County Sheriff’s Office released information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety awareness and protection. The Washington County Sheriff Office has made an arrest in a child pornography investigation. A criminal complaint issued in Washington County Circuit Court charges Cory Ronald Bonlender, a 30 year old West Bend resident, with 15 counts of possession of child pornography.

In 2014, a search warrant was conducted on Bonlender’s residence in the Town of Addison. A subsequent forensic search of computers and his cell phone revealed 100’s of child pornographic photos and videos. Bonlender remains jailed on a $3000 cash bond. His next court date is October 7th.

Subject: Fatal Crash 2015-32446

On September 11, 2015 at 11:59 pm the Washington County Sheriff’s Office was notified of a motorcycle vs. pick-up truck crash at the intersection on STH 164 and Hubertus Rd in the Village of Richfield.

The initial investigation indicates that a southbound pick-up truck attempting to turn east onto Hubertus Road turned in front of a northbound motorcycle causing a head-on collision. The operator of the northbound motorcycle, a 28 year old Town of Hartford man, suffered fatal injuries and was pronounced deceased at the scene by the Washington County Medical Examiner. The operator of the southbound pick-up truck, a 75 year old Town of Polk man and his 73 year old female passenger were not injured.

Richfield Fire/Rescue assisted at the scene.

Alcohol does not appear to be a factor. The motorcyclist was not wearing a helmet. The Washington County Sheriff Accident Reconstruction Team responded to the scene. The accident remains under investigation by the Washington County Sheriff’s Office.   

STH 164 at Hubertus Road was closed until 4:20 p.m. when it was reopened to traffic.

Case No. 15-31754

On 09-05-15 at 5:32 p.m. the Sheriff’s Office was notified of a suicidal man walking on the overpass of Pleasant Valley Rd. at US 45 in the Town of Polk. The subject was later identified as a 28 year old Slinger man. The first deputy arrived at 5:36 p.m. and reported the subject to be suicidal, standing on top of the south concrete rail of the overpass at US 45. 

The subject was making suicidal remarks and threatened to jump off of the overpass if anyone attempted to approach him.

As additional deputies responded to the scene, both lanes of US 45 were closed to traffic. Several deputies stood on the overpass maintaining a distance from the subject attempting to negotiate with him. Additional deputies took up a position on US 45 near the over pass. Deputies continued to negotiate with the subject for approximately 22 minutes. 

At that point, the subject began walking rapidly westbound along the south rail of the overpass. He then leapt off of the rail to the pavement below. The subject fell approximately 25 feet and landed on the paved outside shoulder of northbound US 45. Deputies on scene immediately responded to his location and performed lifesaving measures, initiating CPR and attaching an AED until rescue personnel arrived. 

At the time the subject jumped from the overpass, deputies had been maintaining a distance of 25-50 feet while they spoke with him and had not made an attempt to converge on the subject. An independent witness is cooperating in this investigation. 

Jackson Rescue transported the subject to Froedtert Hospital in Milwaukee where he was pronounced dead. US 45 southbound reopened at 6:00 p.m. US 45 northbound remained closed until 8:00 p.m. 

The incident remains under investigation by the Sheriff’s Office. The subject had a history of heroin and other drug abuse and it is unknown at this time if drugs or alcohol were involved.

Case: Fatal Crash 2015-31720

On September 5, 2015 at 11:01 am the Washington County Sheriff’s Office was notified of a single vehicle rollover injury accident on Bark Lake Road .2 miles west of Amy Bell Lane.

Upon arrival deputies found that the sole occupant a 54 year old Village of Jackson resident was trapped inside the vehicle and was unresponsive. The Richfield fire department responded to the scene, extricated the driver and found that he had suffered fatal injuries as a result of the motor vehicle crash. The 54 year old man was pronounced dead at the scene by the Washington County Medical Examiner. He was the sole occupant of the vehicle.

The initial investigation indicates that the vehicle was east bound on Bark Lake Road traveling at a high rate of speed when the vehicle became airborne, and left the roadway striking a utility pole and then several trees.

This accident remains under investigation by the Washington County Sheriff’s Office and the Accident Reconstruction Team, however speed appears to be a contributing factor.

A 37 year old Hispanic immigrant worker was charged with 2nd degree recklessly endangering safety and disorderly conduct after an incident that occurred in the early morning hours of August 1, 2015 at a 760 CTY H in the Town of Farmington.

Roberto Castillo-Noyola, a resident of the Town of Farmington stabbed another resident of the house where the farm workers reside. The investigation revealed there may have been a disagreement over the belief that the male victim had stolen money and beer from Castillo-Noyola.

Castillo-Noyola is alleged to grab a kitchen knife and stab the victim multiple times. The male victim was able to run from the residence and call 911 on his cell phone. The victim was transferred to Froedert hospital for treatment and is expected to survive.

Castillo-Noyola remains jailed with a $20,000 bond. His next court appearance is scheduled for August 17, 2015.

The Washington County Sheriff’s Office was assisted by police translators from the West Bend Police Department and the Town of Brookfield Police Department.

On 10/29/15 at 9:33pm the Washington County Sheriff’s Office received a 911 call reporting that a hunter was found unresponsive at the bottom of his tree stand in the Town of Erin near 1209 Saint Augustine Road. The caller was the victim’s son who had gone out to look for his father after he had not returned home after dark.

Richfield Fire/EMS were dispatched to the area along with deputies. The first arriving deputies and EMS personnel located the victim deep in the woods and began life saving efforts. Lisbon Fire/EMS was also requested to the scene for advanced life support and their utility terrain vehicle.  Flight for Life out of Waukesha was requested to respond to the area however they were cancelled just prior to landing.

The victim, a 50 year old Village of Slinger man was pronounced dead at the scene. This incident does not appear to be suspicious in nature. It is believed that the victim fell approximately 20 feet out of the tree. The case remains under investigation by the Washington County Sheriff’s and Medical Examiner's Offices.

On 10/26/15 at 9:28 pm the homeowner of the residence at 4419 Arthur Rd in the Town of Polk called the Washington County Sheriff’s Office to report a fire in a tool shed which was located behind their residence. Washington County Sheriff’s Office Deputies and Firefighters from the Slinger Fire Department were dispatched to the residence.

Upon Deputies and the Firefighters arrival on scene the tool shed, which was approximately 9ft by 14ft in size and located approximately 13ft from the residence, was fully engulfed in flames. Flames from the tool shed had caused the residence to start on fire, with the fire entering the attic area of the residence. The homeowners were able to evacuate from the residence without injury. The tool shed was a total loss and although the fire was primary contained to the attic, most of the residential structure will be a loss. Several contents from inside the residence maybe recovered.

The Slinger Fire Department was assisted by the Allenton, St. Lawrence, Hartford, Jackson, Richfield, West Bend, Kewaskum Fire Departments and Life Star Rescue. During firefighting, overhaul and clean-up operations a section of Arthur Rd near the residence was closed for approximately 3 hours. The exact cause of the fire which originated in the tool shed is currently unknown, but is not believed to be suspicious. This incident remains under investigation by Sheriff’s Office fire investigators.

CASE(S):        Community Notification

The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects the potential to re-offend.

Kelly Robert Woodall (47 YOA) will be released from custody on October 22rd 2015. He will reside at 1725 CTH NN in the Town of Jackson. He will be one of three residents staying at the property. Woodall was convicted on 1 count of 948.025(1) – Repeated Sexual Acts of Same Child in Washington County during the year 2001 and convicted on 1 count of 940.225(3m) – 4th Degree Sexual Assault in Waukesha County during the year 2002. Woodall was familiar with both female victims that were 11 YOA and 7 YOA. When Woodall was 18 YOA he was convicted of Unlawful Sexual Intercourse with a Minor (non-forced intercourse), in the State of California. He is on a lengthy period of extended supervision with the exact date still being determined. Woodall will be monitored closely by WI-DOC Division of Community Corrections agents and will have numerous rules and restrictions to follow including wearing a live tracking GPS unit.

This sex offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. Case: Residential Structure Fire 15-37578

On Tuesday October 20, 2015 at 2:09 am the Washington County Sheriff’s Office received a call of a residence fire at 5466 Woodland Summit in the Town of West Bend.

Upon arrival, Deputies located a single family residence that had flames on the deck that was attached to the house. The home owners got out of the residence safely and there were no injuries.

West Bend Fire and Rescue responded and they were assisted by Allenton, Slinger, Jackson, Kewaskum, Newburg, Boltonville, St Lawrence, Fillmore and Kohlsville Fire Departments. Woodland Summit had partially restricted access while the fire was extinguished by Fire and Rescue crews.

Damage to the home and contents is estimated at approximately $800,000.00 at this time.

The exact cause of the fire is not known at this time and the matter remains under investigation by Washington County Sheriff’s Office and West Bend Fire.

Subject: Allcast Structure Fire - 15-37361

Washington County Sheriff’s office was notified of a fire on the roof of Allcast Inc. located at 217 Weis St. in Allenton, Town of Addison at 11:37 a.m. and were on scene until approximately 2:30 p.m.

Allenton Fire department responded and was assisted at the fire by St. Lawrence, Slinger, Kohlsville and Hartford fire departments. There were no injuries to any responding personnel.  Fire officials estimate the damages to the building at $30,000 dollars.

The building was occupied by three workers at the time the fire was discovered, with one of them unsuccessfully attempting to extinguish the fire with a fire extinguisher.

Preliminary investigation has determined the fire originated at roof level where there had been recent installation and construction of a new furnace used in the aluminum smelting and manufacturing process.

There was nothing suspicious and nothing to lead investigators to believe this was anything other than an accidental fire.

Case: Injury Crash 2015-35280 Update

On October 17, 2015 the Washington County Sheriff’s Office was notified the driver in the above crashed has died. This was the 9th traffic fatality in Washington County during 2015. The crash occurred on October 3, 2015 on CTH H at the intersection with STH 144 and involved a single motorcycle and the driver.

Case: Death Investigation 15-37319

On 10/18/15 at 1:10 am the Washington County Sheriff’s Office received a report of a female with a gunshot wound, in a vehicle, in the parking lot of Richfield Truck Stop located at 2900 Holy Hill Rd/STH 167 in the Village of Richfield. Upon Deputies arrival a deceased female with a gunshot wound was located in the passenger seat of a pickup truck parked near a gas pump.

At this time there are no suspects in custody related to this incident and this Sheriff’s Office is not searching for any suspects related to this incident. No additional information will be released at this time and this incident continues to be investigated by the Washington County Sheriff’s Office.

Subject: Contractor theft case

A 37 year old West Bend man was charged criminally with theft by contractor in Washington County Circuit Court. Jason L Stendahl is accused of committing theft by contractor in a case involving a victim from the Town of Barton.

Stendahl was paid over $19,000 to complete work on the victim’s residence. It is alleged that Stendahl used the money for other projects and did not complete the work. Additionally, a subcontractor was hired by Stendahl to do work on the property and was not paid by Stendahl. As a result, the victim now has several liens placed on the property.

Stendahl is scheduled to make his first court appearance on November 2, 2015 at 8:15am in Branch 3.

Case: Residential Structure Fire 15-35412

On Sunday October 4, 2015 at 9:58 pm the Washington County Sheriff’s Office received a call of a residence on fire at 3404 George Ct in the Town of West Bend.

Upon arrival, Deputies located a single family residence that had flames coming from the roof near the chimney.  Neighbors reported seeing flames coming out of the chimney prior to Deputies arriving on scene. Residents of the home were notified by neighbors of the fire and all got out safely.

West Bend Fire and Rescue responded and they were assisted by Allenton, Slinger, Jackson, Kewaskum, Newburg, Boltonville, Fillmore and Kohlsville Fire Departments. George Ct had restricted access for approximately two hours while the fire was extinguished by Fire and Rescue crews.

The house was a total loss and the initial estimate of damage for the building was $275,000.00 at this time.

The investigation conducted by Washington County Sheriff’s Office and West Bend Fire Department shows that the fire originated in the fire chase around the chimney and was accidental in nature.

Case: Injury Crash 2015-35280

On October 3, 2015 at 11:28 pm the Washington County Sheriff’s Office was notified of a single vehicle motorcycle crash on CTH H at the intersection of STH 144.

Upon arrival Deputies located the driver and the motorcycle off the roadway to the southwest of the intersection. The operator, a 50 year old City of West Bend resident, had serious injuries, was unconscious, breathing and found to not be wearing a helmet. Deputies made contact with two subjects who were in a vehicle southbound on STH 144 and witnessed the crash. The witness statements and evidence on scene indicated the motorcycle was westbound on CTH H and failed to stop for the stop sign at STH 144. As the motorcycle approached the intersection it crossed over the centerline and entered the ditch on the south side of CTH H. At that time the operator was ejected from the motorcycle and the operator and motorcycle continued across STH 144 coming to a rest southwest of the intersection. Deputies detected the odor of intoxicants on the driver.

Boltonville Fire and First Responders, Kewaskum Rescue and West Bend Intercept responded to the scene. Due to the operators injuries Flight of Life was requested and CTH H west of STH 144 was closed down to land Flight for Life. The subject was flown to Froedtert Hospital in Wauwatosa.  

This accident remains under investigation by the Washington County Sheriff’s Office.

Subject:                 Motor Vehicle Crash (15-41035)

On November 15, 2015 at 6:55 am the Washington County Sheriff’s Office was notified of a single vehicle roll over crash with injuries, on Interstate 41, south of Highway D in the Town of Wayne.

Sheriff’s Deputies and rescue personnel from the Kohlsville and Allenton Fire Departments were dispatched to the scene and located the vehicle upside down in traffic with the female driver trapped with a serious leg injury. A paramedic intercept from West Bend Fire Department and Flight for Life were also requested to the scene.

The investigation revealed that the vehicle, operated by a 38 year old Wautoma woman, was northbound on I41 when she removed her seat belt, to reach for an item inside the vehicle. The vehicle then left the roadway striking a mile marker post and continued into the median where it began to roll, coming to rest in the southbound lanes of traffic on its roof.

Northbound and Southbound traffic on Interstate 41 were closed for approximately 20 minutes to assist in rescue efforts and the landing of Flight for Life. A single lane of southbound I41 remained closed for approximately 2 hours during the crash investigation.

Alcohol does not appear to be a contributing factor, and the accident remains under investigation by the Washington County Sheriff’s Office.

Subject:         Bicycle Accident (15-40928)

On November 14, 2015 at 11:13am the Washington County Sheriff’s Office received a 911 call reporting a teenager had fallen off her bicycle on Kings Way in the Town of Hartford and was unresponsive.

Deputies along with members of the Hartford and St Lawrence Fire Departments arrived a short time later and determined that the teenager had sustained a significant head injury while biking in the roadway. The female was then transported by Hartford Rescue to Aurora Medical Center, and then to Froedert Trauma Center by Flight for Life.

Due to the head injury, the female was unable to identify herself. The Washington County Sheriff’s Office requested the assistance of the St. Lawrence Fire Department for a door to door canvas of the neighborhood in an attempt to identify the female. Members of the St. Lawrence Fire Department, and Wisconsin State Patrol assisted in the neighborhood canvas and were able to identify the 19 year old female as a Town of Hartford resident and notify her family.

The investigation into the bicycle accident revealed that the female was riding a home built bicycle made of various bicycle parts, without a helmet, on Kings Way when she struck her head on the pavement, causing injuries. The incident remains under investigation by the Washington County Sheriff’s Office.

Subject:         Stolen Motor Vehicle Crash (15-40595)

On Wednesday November 11, 2015 at approximately 1:17 p.m. Washington County Sheriff’s Dispatch received a report of a suspicious male subject at the Main Street Mart located at N168W2224 Main St. in the Village of Jackson. The caller reported that the subject appeared to be either buying or selling drugs. The caller provided Sheriff’s Dispatch with a description of the subject’s vehicle and license plate number. This vehicle was previously reported stolen to the Germantown Police Department on November 9, 2015. A Jackson Police Officer was subsequently dispatched to the scene.

While en-route to the call, the Jackson Officer observed the suspect vehicle and attempted to initiate a traffic stop. The vehicle failed to stop and a high speed pursuit ensued. The Jackson Officer ultimately terminated his pursuit in the area of Sherman Rd. just east of CTH G/Division Rd. in the Town of Jackson.

At approximately 1:24 p.m. Sheriff’s Dispatch received a report of a single vehicle accident at the intersection of CTH M/Country Aire and CTH T/Western Ave, also in the Town of Jackson. The vehicle’s description lead authorities to believe it was the same vehicle that was earlier involved in the pursuit with Jackson Police. The caller also reported that the driver (and sole occupant) fled the accident scene on foot in a southwest direction.

Washington County Sheriff’s Deputies were dispatched to the scene and shortly after arriving began their search for the driver. They were assisted in this effort by a Wisconsin State Patrol Trooper and K9 Unit from the Germantown Police Department. At 2:28 p.m. the driver of the stolen vehicle was located hiding on the roof of a nearby residence and was taken into custody without incident. The suspect was identified as a 19 year old male from the City of Milwaukee.

A Germantown Police Detective responded to the scene and took custody of the stolen vehicle for further processing. At this time the Sheriff’s Office will be requesting a charge of operating a motor vehicle without owner’s consent and the Jackson Police Department with be requesting a charge of eluding an officer, both against the driver. The incident remains under investigation and no further information will be released at this time.

Subject:         Motor Vehicle Crash (15-39918)

On November 6, 2015 at 5:54 p.m. the Washington County Sheriff’s Office was notified of a single vehicle roll over crash, with injuries, on STH 175 at Caroline’s Way in the Town of Addison. Sheriff’s Deputies and rescue personnel from the St Lawrence and Allenton Fire Departments were subsequently dispatched to the scene. A paramedic intercept from Lifestar Ambulance was also requested to the scene.

An on-scene investigation revealed the following: An automobile, operated by a 58 year old Town of Addison man, was northbound on STH 175 when witnesses observed the vehicle leave the roadway just north of Caroline’s Way and enter the east ditch. The vehicle struck a driveway culvert causing it to roll at least one time. The operator (and sole occupant) was ejected.  It was determined that he was not wearing his seatbelt.  The operator was transported from the scene by ambulance to Aurora Medical Center in Hartford, and then flown to Aurora Medical Center in Summit via Flight For Life, where he is listed in critical condition.  

STH 175 between CTH K and CTH W was intermittently closed for approximately 1 hour to facilitate rescue, investigative, and clean-up efforts. A Wisconsin State Patrol Trooper also assisted at the scene.

Alcohol does not appear to be a contributing factor, and the accident remains under investigation by the Washington County Sheriff’s Office.

On 11/1/15 at 9:25pm the Washington County Sheriff’s Office received a 911 call reporting a hit and run accident involving a pedestrian that had been struck by a motor vehicle on Mayfield Road north of Western Avenue in the Town of Polk. The caller was a witness to the incident and reported that the victim was injured. The Jackson Fire Department/EMS were paged to the scene.

The caller reported that he observed the 79 year old Town of Polk man walking in the area near a mailbox. The witness reported that a southbound sport utility vehicle stuck the man in the southbound lane of traffic. The suspect stopped his vehicle and briefly spoke with the caller while the victim remained lying in the roadway.  The suspect then got back into his car and turned the vehicle around and fled the scene at a high rate of speed. The suspect vehicle was last seen going back northbound on Mayfield Road and eventually turning eastbound on Sherman Road.  The witness immediately contacted 911 and began rendering assistance to the victim.

Jackson Rescue transported the victim to Saint Joseph’s Hospital in the Town of Polk where he is being treated for his injuries. The injuries are not believed to be life threatening.

According to the witness the suspect vehicle is a Saturn VUE (sport utility vehicle) dark blue in color. The operator is described as a white male, with a darker complexion, in his mid-twenties, 5-6/5-10 in height, thinner build, longer brown wavy hair, and was described as clean shaven. It is not known at this time if there is any damage to the suspect vehicle. The victim was struck with the front of the vehicle and was on the hood of the car at one point.

The Washington County Sheriff’s Office Accident Reconstruction Team responded to the scene to assist. The accident remains under investigation.

Subject:       Lost Hunter in Jackson Marsh (15-46751)

On December 30, 2015 at approximately 3:54 p.m. the Washington County Sheriff’s Office was notified of a lost hunter in the Jackson Marsh. The woman reported that her 42 year old husband had called her to advise that he had fallen in the marsh and was stuck. Future attempts by the Sheriff’s Office to re-contact this subject via cell phone were unsuccessful.

Deputies located the man’s vehicle in a DNR parking lot off of CTH M/Country Aire Dr. in the Town of Jackson. Two deputies, carrying rescue supplies, began following the man’s footsteps into the marsh. At 5:19 p.m. these deputies believed they could hear the man yelling, but were unable to pinpoint his location or ascertain any information related to his welfare. A local resident, with extensive knowledge of the marsh, assisted other deputies’ attempt to access the marsh via snowmobile.  

At approximately 6:15 p.m., a deputy positioned at the dead end of Church Rd located the subject on the south side of Cedar Creek. The man could not cross the creek due to the high water level. The man reported that he was wet and cold, but uninjured. Deputies attempted to reach the subject from the south via snowmobile, but were also unsuccessful due to high water levels. A Jackson Fire Department ambulance and a boat from the West Bend Fire Department were requested to the scene. Just prior to the arrival of West Bend’s boat, another local citizen arrived with a canoe. Utilizing this canoe, West Bend firefighters retrieved the lost hunter at approximately 7:30 p.m. The man was evaluated by Jackson Rescue, allowed to warm up, and was subsequently released.

It was learned that the 42 year old Milwaukee man had entered the marsh at approximately 1:00 p.m. He later became lost and fell into the water. Shortly after contacting his wife, his cell phone died.

Sheriff’s Office staff responded to approximately 120 storm related calls for service from 10 am Monday to 6 am Tuesday, a 20 hour time period.

The calls consisted mostly of cars in the ditch and property damage crashes. There was only one reported injury crash, and only one report of a pole down with wires in the roadway. One car fire was reported with the apparent cause being an overheated tire from spinning while stuck.

Deputies also responded to one Domestic Abuse and a man threatening others with a knife at a tavern. Up to16 Deputies and supervisors were on duty during the afternoon and evening hours.

Subject:      Update to stolen vehicle case 15-45001

The motor vehicle stolen on December 16th, 2015 after the minor car accident has been recovered. Mequon Police made an arrest of one suspect after the vehicle was involved in a high speed pursuit in Ozaukee County.

The lone occupant remains in custody in the Ozaukee County Jail facing local charges. The Washington County Sheriff’s Office continues to investigate the matter. No further information will be released at this time.

In compliance with the Seventh Circuit Court of Appeals’ decision in Senne v. Village of Palatine, 695F3d597 (7th Circuit, 2012), and the Driver’s Privacy Protection Act (“DPPA”), 18 U.S.C. §2721 et.seq., the Washington County Sheriff’s Office is no longer releasing personal information under the DPPA unless it falls under a permissible use. Personal information obtained from the Department of Motor Vehicles, including an individual’s date of birth, drivers license number, social security number, home address, telephone number, photograph and medical or disability information is prohibited from disclosure unless one of the permissible uses applies. Permissible uses are listed in 18 U.S.C. 2721 (b).

On December 4th, I notified 11 elementary school principals that I was suspending the DARE program in their school for the 2016 Spring semester. The primary reason for this decision is staffing.

The departure, to private sector employment, of our full time Public Relations Deputy, along with existing vacancies in the Deputy position, presents a challenge for staffing DARE classes in the spring 2016 semester. Although we have four remaining certified instructors, two (a Sergeant and a Detective) were scheduled to end DARE instruction at the end of 2015. This is to allow them more time for their primary duties. A recruitment among Deputies interested in becoming DARE certified only provided one person. This would leave the department with only three Deputies to instruct the 18 classes at 11 schools.

Additionally, the department has nine Deputies with a year or less of experience, and four Deputy vacancies yet to fill. Patrol shifts have been run at minimum staff levels with a large amount of mandatory overtime all year. Under these staffing circumstances, having the three DARE Officers work patrol assignments rather than instruct the 18 DARE classes is the right priority.

One of the greatest benefits of the DARE program is the relationship it builds between the department, school staff and the students. This is important for school security among other things. The Sheriff’s Office will definitely continue with the Deputy School Visit program as I believe it is very valuable to have near daily contact with the elementary schools. Also, we will attempt to fill requests for a Deputy to attend “one-time” topic specific events at the schools will be filled.

Over the next few months, my staff and I will determine the best course of action in regards to our ability to continue the DARE program and/or other school security measures in the future.

SUBJECT:              Safety Warning – Theft of Vehicle

The Washington County Sheriff’s Office is warning citizens of an incident involving the theft of a victim’s motor vehicle after he was involved in a minor traffic accident with the suspects.

The incident occurred on Wednesday, December 16, 2015 at 7:19 p.m. in the Town of Polk. The victim was northbound on Hwy 144 and stopped in traffic waiting to proceed northbound on the I41 on-ramp. While waiting for oncoming southbound traffic on Hwy 144, the victim, a 62-year-old Town of West Bend man, was rear-ended by a dark colored pick-up truck. As the victim exited his vehicle to assess the damage, one of the occupants of the pick-up truck entered the victim’s vehicle and fled the scene northbound on Hwy 144. Simultaneously, the operator of the dark colored pick-up also fled the scene and proceeded southbound on Hwy 144.

The suspect that took the victim’s vehicle was described as a male white in his twenties, 5’8 to 5’10, thin build and wearing a grey hooded jacket. The victim’s vehicle is a silver 2012 Honda Civic with a Wisconsin license plate of 106TZA. The victim was not hurt and there were not any weapons displayed or implied by the suspects during the incident. The vehicle has yet to be located as of this release.

The Sheriff’s Office wishes to remind citizens this type of criminal activity is not routinely investigated in Washington County, but has occurred more often in urban areas as a method to steal vehicles. Law enforcement would like to underscore the importance for citizens to remain mindful of their surroundings by being observant to possible suspicious activity and immediately contacting 911 when needed. Citizens can assist law enforcement by being good witnesses and not becoming further victimized by escalating these types of incidents.

The Sheriff’s Office can provide the following advice. If involved in a minor vehicle accident, attempt to pull the vehicle completely out of traffic in a well-lit area and contact law enforcement immediately. If you decide you must exit the vehicle, remove the keys to the ignition before exiting and if you have a cell phone, keep it on you rather than leaving it in the vehicle. Turning on your emergency flashers will alert bystanders that there is an issue and draw more attention to the scene. Simply knowing the license plate number to your vehicle you are operating can assist law enforcement in getting information out to responding units quicker if you become a victim of this type of crime.
